Occupational Safety and Health (OSH) has issued operational policies to clarify the role of trained health and safety reps, hazard notices and infringement notices under the Health and Safety in Employment (HSE) Act. These can be downloaded below.

A step by step guide to negotiating a worker participation agreement. Developed by the NZCTU for use by union organisers.

The guide includes:

  • Model status report form to assess workplaces (adapted from NZNO form)
  • A step by step guide to setting up a Worker Participation system with health and safety reps.
  • Model letter to employer notifying initiation of the process of developing a worker participation system
  • Model letter to employer confirming election of health and safety representative
  • Confirmation of two-day health and safety representative training

You can also download here a copy of the CTU sample worker participation agreement which sets the standard for the kind of worker participation program intended under the amended Health and Safety in Employment act.

This can be used as a basis for negotiating a worker participation system for health and safety in your workplace.

This code of practice for workers' participation in health and safety was developed by New Zealand government, employers and unions in 1987.

Despite changes in legislation and working environment in that time, the document is still relevant and useful for the precedent it sets of developing worker participation systems.
