This report presents the findings of a survey of the literature on employee consultation and representation on health and safety in advanced market economies. It examines the evidence for the effectiveness of such representation and consultation and addresses understanding of supports and constraints to effectiveness. The aim of the report is to inform the development of strategies in support of legislative requirements for employee representation and consultation in New Zealand.
